In December of 1999, the WHRM Committee was reformed under chairperson Justin Davison, and charged with bringing the station back on air after almost a year of being off-air. Initial projects included cleaning the station, organizing the music inventory, and bringing all the equipment into working order. Over the next three months, the station's music inventory was catalogued and placed into the database, a webpage was designed for the station, new policy was written for when the station went back on air, the station was painted and cleaned, and work began on organizing the equipment.

Interest in the station was high as more than 70 people signed up to join WHRM at the Activities Fair in August of 2000. The station went back on air October 2nd, 2000, broadcasting to the basement of the Kennedy Center and on 1620am. During this year, many improvements were made to the station including broadcasting over the Hiram Infomation Channel, offering Mobile DJ services for events on campus, and interviewing both campus leaders and area musicians on the station.

During 2001 and 2002 WHRM continued to expand operations by purchasing many improvements to the broadcast studio, the implementation of a computer into the studio, and the funding of a full production studio which will become fully functional in the Fall of 2002. WHRM premiered the station's renovated logos and webpage at the 2001 Alumni Weekend celebration in June. In addition, the radio station made many improvemnets to the music inventory system and began charting the station airplay with College Music Journal (CMJ).
